Kimberly “Kim” Berfield was elected to Florida House District 58 in November 2022. District 58 is located entirely in Pinellas County and incorporates parts of Belleair, Belleair Beach, Belleair Bluffs, Belleair Shore, Clearwater, and Dunedin.
Representative Berfield currently serves on the Joint Administrative Procedures Committee and Ways & Means Committee. Additionally, she is appointed to the following subcommittees: Children, Families & Seniors, Education Quality, Infrastructure & Tourism Appropriations, and Postsecondary Education & Workforce.
During the 2023 Legislative Session, Representative Berfield fought to return $8 million in appropriations to Pinellas County. Her voting record in the Florida House is recognized for being based on strong conservative values focused on morals, ethics, and the best interest of Floridians.
A few key pieces of legislation from the 2023 session include:
House Bill 825 Assault or Battery on Hospital Personnel: This bill was successful and upon becoming law will escalate assault or battery on healthcare workers to a higher classification of crime.
House Bill 1119 Withholding or Withdrawal of Life-Prolonging Procedures: This bill was needed to ensure vulnerable Floridians are protected to the best of our abilities as they reach the end of life. This bill sought to create consistency, responsibility, and protection between those who take on guardianship responsibilities and the wishes of individuals who become their wards.
Senate Bill 154 Condominium and Cooperative Associations: This bill was critical in assisting Florida’s condominium owners by restructuring archaic government regulations and promoting a more common-sense approach to communication, improvements, and insurance within condo associations.
Representative Berfield has created a substantive professional career. Her professional leadership experience at Johns Hopkins All Children’s Hospital and WellCare Health Plans, Inc., broadened her knowledge of the ins and outs of how health issues and public policies impact our families and friends.
Representative Berfield previously served as Florida State Representative to District 50 (segments of Clearwater, Safety Harbor, and Feather Sound) starting November 2010 and was subsequently re-elected for two terms. She was then appointed by the Governor of Florida to serve as Deputy Secretary of the Florida Department of Health. Kimberly was Florida’s Officer of Women’s Health Strategy and spokesperson for the Tobacco Free Florida Campaign.
Kimberly believes personal investment in our community is essential to Florida’s success. She has demonstrated her service to Pinellas County for decades through her involvement with the Clearwater Homeless Intervention Program, Leadership Pinellas, American Cancer Society, Advisory Council Representative on the U.S. 19 Task Force, Metropolitan Planning Council, Clearwater East Rotary Club, Friends of the Library and many other organizations.
Representative Berfield earned a Bachelor in Communication from the University of Central Florida (Go Knights!) and a Master in Business Administration from Northeastern University. Kimberly has been acknowledged with an “Accomplished Alumnae Member” designation from UCF.
